Question about the hunger games?

Cato had Peeta in a headlock, all of Cato's body was protected by skin tight armour so he was protected everywhere apart fro his hands and his face. If Katniss where to shoot him he would throw Peeta down and the Mutts would get him as well as Cato so Peeta made an 'X' with his fingers on Cato's hand, the x is like an aiming thing, it's so Katniss knows where to aim. She sees this and shoots Cato's hand, he dropped Peeta and Peeta and Katniss threw him over to the Mutts.
