Would Carter have won in 1980, if he handed the Shah over to another country to seek refuge.?

One reason Carter lost was because of situation involving Iran and hostages. Iran took our hostages because we gave refuge to the Shah. I am thinking it would have been better if Carter had encouraged another country to give refuge to the Shah. Maybe England, after all, that is where Salman Rushdie is hiding.
